摘要：江南大学直属附属医院是在无锡市周边地区具有较强竞争优势的集医疗、教学、科研于一体的综合性三级甲等医院。本案例描述了江南大学附属医院发展历程和运营管理的现状，总结概括了我国公立医院所存在的种种问题和新医改背景下公立医院开展战略管理的意义，并在此基础上提出了江南大学附属医院作为医疗供给端的具体应对战略措施：通过调整医院规模、医疗服务收费标准、改变医务人员激励机制、实现人力资源的合理配置、完善分级诊疗和全科诊所的建设等策略，有效提升医疗服务水平，大力激发医务人员积极性，构建良好的就医秩序，充分发挥公立医院公益性质和主体作用，进而实现促进我国医疗卫生事业的可持续发展。

Affiliated Hospital Of Jiangnan University: Strategic Management Of Public Hospitals Under The Background of New Health Care Reform

Abstract: The affiliated hospital of Jiangnan University is a comprehensive tertiary first-class hospital integrating medical treatment, teaching and scientific research with strong competitive advantages in the surrounding areas of Wuxi City. This case describes the development history and current situation of operation and management of the affiliated hospital of Jiangnan University, summarizes the various problems existing in public hospitals in my country and the significance of the strategic management of public hospitals under the background of the new medical reform, and on this basis puts forward the affiliated hospital of Jiangnan University. As a specific strategic measure for the medical supply side: by adjusting the scale of the hospital, the charging standards for medical services, changing the incentive mechanism for medical staff, realizing the rational allocation of human resources, and improving the construction of hierarchical diagnosis and treatment and general practice clinics, effectively improve the level of medical services, Vigorously stimulate the enthusiasm of medical staff, build a good order for medical treatment, give full play to the public welfare nature and main role of public hospitals, and then achieve the sustainable development of my country's medical and health services.
